Open up the template shift + d to duplicate it and close out the original.

Make pink top rectangle active and open paper 20 and paste as a new layer.

Make pink bottom rectangle active and open paper 20 again and paste as a new layer.

Make top circle active and open paper 8 and paste as a new layer.

Make bottom circle active and open paper 8 again and paste as a new layer.

Make blue top rectange active and open paper 6 and paste as a new layer.

Make blue bottom rectangle active and open paper 6 again and paste as a new layer.

Make top square active and open paper 10 and paste as a new layer.

Make bottom square active and open paper 10 and paste as a new layer.

Make oval active and open paper 7 and paste as a new layer.

Remember to add shadow to all layers.

Frame 

Open filmstrip add a new raster layer floodfill with color of choice

and move to bottom.

Now take the parts you want from the tube you are going to i use and paste it into to the frame 4 times.

Then merge the tube layers down and 

go to xero - radience 

with these settings:

128-50-128-255

Then go to background and go to

VanDer Lee - Unplugged X - Interlace

With these settings:

1-50-501-0-50

Normal

Then merge all layers and paste as a new layer on to template.

Elements

Open bow2 resize to 40% and paste it were you want it.

Open charm and paste under the bow2.

Open sparkle and paste as a new layer onto oval layer.

Open splatter paste as a new layer on top oval layer.

Open web resize to 55% paste behind filmstrip and duplicate and flip it.

Open spider and resize to what you like and paste as a new layer on top of the web.

Now add signature and copyright and we are done☺
